Se precisa el marco jurídico que determina la competencia en materia de tutela y se reiteran las reglas para solucionar los conflictos de competencia en materia de tutela.
Se decide el caso ordenando la remisión del expediente al Juzgado Segundo Civil del Circuito de Rionegro (Antioquia), para que de forma inmediata de trámite a la solicitud de amparo presentada.
